Theuseofenergyconservationemissionreductionpoliciestopromoteindustrialrestructuringandupgradingandthusfacilitateenergyconservationandemissionreductionisoneofthe10importantstrategiesofenvironmentalmanagementinChina.TheuseofenergyconservationemissionreductionpoliciestopromoteindustrialrestructuringandupgradingandthusfacilitateenergyconservationandemissionreductionisoneoftheimportantstrategiesofenvironmentalmanagementinChina.Basedonthesystematiccollectionof1,195energyconservationemissionreductionpolicies,wediscusstheinfluenceofinpidualmeasureandmeasuresynergyofenergyconservationandemissionreductionpoliciesrespectively.Theresultsshowthattheenergyconservationandemissionreductionpolicieshaveasignificanteffectontheoverallpromotionofindustrialupgrading.Thefinancialmeasuresandguidancemeasureshaveapositiveimpact;thefinancialmeasuresandguidancemeasureshavesignificantlypositiveeffect;however,theadministrativemeasures,fiscaltaxmeasures,andothereconomicmeasuresdotheopposite;thepositiveeffectofthesynergyofguidancemeasuresandfinancialmeasuresisgreaterthanthenegativeeffectofconsideringonlythesynergyoffiscaltaxmeasuresandothereconomicmeasures,andsignificantlygreaterthanthenegativeeffectofthesynergyofadministrativemeasures,fiscaltaxmeasures,andothereconomicmeasures.Weshouldstrengthenandemphasizetheuseofthemeasurethathaspositiveeffectonindustrialstructurerestructuringandupgradinginpiduallyandsynergistically.
