1.IntroductionCPECC,theChinaPowerEngineeringConsultingCorpora-tion,alegaleconomicentityandanassociatememberoftheChinaInternationalEngineeringConsultingCorporation(CIECC),hasbeenretainedasaqualifiedinternationalconsultingfirmbytheWorldBanksince1986,andentrustedwiththedecisionphaseofthermalpowerprojectservicessuccessivelyinthefollowingthreecoal-firedpowerstationprojects,allfinancedbytheWorldBank:(1)WujingPowerStationinShanghai,2x300MW,tobeputincommercialoperationin1991and1992successively;
