简介:Involuntaryresettlementcausedbyprojectconstructionisadifficultproblemovertheworld.Inthepast,therestorationoflivelihoodsintheeventofinvoluntaryresettlementhasbeenbasedpurelyonprovidingcompensationtothosewhoaredisplaced.Evidencehasshownthatcompensation-basedinvoluntaryresettlementcannotrealizetheobjectiveofrestoringandimprovingresettlers'livingstandard.Withaviewtoimprovethisoutcome,thecon-ceptofResettlementwithDevelopment(RwD)wasenvisagedandisnowgenerallyheraldedasthemeanstomitigatethecatastrophicfailuresofthepast.However,fewdevelopingcountrieshaveincludedtheconceptofRwDintotheirnationalpoliciesandChinaisoneofthem.TheChinesegovernmenthastakenresettlementasanopportunitytohelpresettlersrestoreandimprovetheirlivingstandardsanddevelopeconomyinreservoirareasbyimplementingRwDpolicyincludinggivingcompensationandsubsidiesatearlystageandofferingproductionassistanceatlatestage,settingupreservoirconstructionfund,initiatingpartnershipprogramsandpreferentialpolicyaswellasenhancinginfrastructureconstruction.ThepreliminaryexperiencefromtheTGPresettlementhasverifiedthatthetransformationfromcompensation-basedresettlementtoRwDisarightpolicychoice.Meanwhile,becauseofthechangingpoliticalenvironmentandthecomplexityofinvoluntaryresettlementthereisstillroomforChinatoimproveitsRwDpolicy.
