简介：在中国加速崛起和美国重返亚太的双重背景下，越南的“大国平衡”战略逐渐转向以中关两国为核心的“双向制衡”战略并获越共十一大的通过。但此后主张联美制华的强硬派并没有停止与主张“双向制衡”的温和派的争论。为此，越南新领导层实施了《中国工程》来研判中国崛起对越南的影响以统一内部思想。该工程认为中国崛起不可阻挡，未来东亚极可能是中美G2格局，中国为确保复兴大局将力避对越使用武力，因而在中美之间保持平衡，使中美相互制约，同时在中国崛起前争取南海争端实现阶段性突破是越南的最佳选择。2014年的中越关系波折即是在上述背景下由越南造成的，但斗争的结果是越南重回“双向制衡”路线。
