The difficulties of ＂polluter pays＂ policy in agricultural pollution in UK and methods to improve it-中国期刊网

摘要 Agriculturalwastespollutionbecameseriousaftergreatimprovementintechnologyandtheencourage-mentofproductionforthegovernmentsincetheendoftheWorldWarII.Economistsandenvironmentalscholarssuggestedthat'polluterpays'policybeemployedinagriculturalpollutioncontrol.However,itwashardtoimple-ment'polluterpays'policyaloneinagriculturalwastespollution.Inpractice,thereweretwosocialfactorswhichcontributedtotheimprovementofwaterqualityinthesouthwestofUnitedKingdom.Onemethodistocommunicatewithfarmersandthengivefarmerssomeadviceorexhortationonfacilitiesandmanagement.Theothermethodistosetupatelephonehotlineforpublictoreportwaterqualityandprobablepollution.Therefore,theconsiderationandcombinationofsocialfactorsinthecontrolofagriculturalwastespollutionarenecessaryandimportant.Educationofbasicnaturalsciencesrelevanttoagriculturalpollution,systemmanagementofagriculturalpollutantsandlawsrelevanttoagriculturalpollutionissuggestedtobethethirdsocialfactorthatBritishgovernmentcanconsider.
