摘要
Lawisthefundamentalmethodofgovernanceandtheruleoflawsymbolizesmoderncivilization.ThesocialistruleoflawistheruleoflawrootedintheChinesetradition,anddesignedandledbytheCommunistPartyofChina(CPC).Itisnotonlyatoolforgovernment,butalsoadriverofsocialprogress.Meanwhile,theChinesehumanrightssystemisalsodesignedbytheCPC.Bothconcepts—thesocialistruleoflawandthehumanrightssystem——aredifferentfromtheWestintermsoftheory,pathandsystems.Humanrightsarethefundamentalvaluesofandtheultimategoalpursuedbytheruleoflaw;andtheruleoflawistherecognitionofandguaranteeforhumanrights.Effortsmustbemadetoadvancelegislative,administrativeandjudicialprotectionofhumanrights.
